Too true A.S Edwards. Glasgow rebuilt or refurbished all their schools a few years back. Pupils were then spoken to about it later. Many who had not really taken school, liked now coming to school. Some even said they did not throw litter down or graffiti as the buildings were so nice. I know Glasgow schools cannot be compared to Madras academically but then Glasgow has its own social problems in a big way. Madras is experiencing big discipline problems and perhaps one thing that might help would be a caring Council. Although, a bit of well managed discipline might help.
Google "broken window syndrome" and find out how New York changed when Guilliani realised if it was seen the authorities cared, vandalism and crime went down. It is a really interesting concept which has been adopted worldwide by authorities who have their heads screwed the right way.
Just been speaking to my wife who says one teacher who has been at school for 25 years said it has leaked from word go. It is the design. It leaks along the expansion joints. Also, toilet problem is caused by the fact some toilets were converted to other uses, Your child's class may be converted toilet. This is direct result of overcrowding. When toilets taken for other purposes, they were not replaced and hence the existing ones had to take all the extra patronage!
